Meet the team

Luke McCarthy

Luke is the Director of LMC which he established in January 2017.  He is passionate about getting the right stuff done.  Luke has gathered a broad set of skills since graduating in 1997 across environmental projects, asset management planning, roading network management, project and contract management.  When not working, Luke can be found chasing his two teenage sons around Redwoods in Rotorua on his mountain bike.  

Janette Underwood

Janette joined LMC in April 2019 and brings over 25 years of experience in consulting and local government.  She has significant traffic engineering experience across all aspects of the profession, with skills in traffic engineering and safety auditing, author and reviewer of traffic impact assessments associated with planning applications for network operational and road safety implications and advises council staff and applicants on appropriate courses of action throughout New Zealand. Janette is known for being practical, knowledgeable and efficient.


Graeme Mahy

Graeme joined LMC in April 2022 and brings over 30 years of experience since starting his career with the Bay of Plenty Catchment Commission in the mid 80s.  He has worked across multiple facets of engineering consultancy and delivery managing construction projects and maintenance contracts along the way.  Proficient in TTM and with an eye for detail, Graeme adds value to the projects he is involved with.  He is also brews a pretty tasty beer and has mixed this passion throughout his career with the odd sabatical brewing and setting up breweries in NZ and Australia.  

Our Projects

Since our inception we have been fortunate to work alongside some great clients across New Zealand and support the delivery of some awesome projects.  

Kawakawa Hospital Infrastructure Upgrades & Helipad

LMC has been working with Te Whatu Ora in Northland on multiple projects over the past 5 years.  More recently we carried out a traffic study for the Kawakawa Hospital, which lead to design of roading and pedestrian access upgrades.  In addition we have been engaged to investigate a new helipad alongside project partners Earthtech and Gray Matter

Mangawara Bridge

LMC was the client side project manager on behalf of Waikato District Council.  The project involved multiple stakeholders and funders, but in essence was about the creation of a safe accessway to the Taupiri Urupa.  Teh project was a winner in the 2021 IPWEA Awards for Public Infrastructure Projects between $2M - $5M.  A fantastic community project, working alongside iwi, council and the community.

Te Awa Cycleway

LMC was the client side project manager on behalf of Waikato District Council.  The project included managing the design, procurement and delivery of two sections of Te Awa through Tamahere.  Significant engagement with stakeholders and funders was required, including landowner negotiations and agreements.  

Road Safety Audits

LMC has carried out multiple safety audits for local government clients and for Waka Kotahi.   We have been involved in the SH43 seal extension audits from the inception and more recently carried out audits on SH38.  The team is experienced in urban and rural settings and works alongside project partners like Smart Access for mobility expertise.
